Policy BLACON3: Local Centres

Policy BLACON3:
The Neighbourhood Plan defines Local Centres at Western Avenue and The Parade, as shown on the policies map. Proposals for a change of use that will result in the loss of an active commercial, business or service use of a ground floor frontage in a Local Centre will be resisted.
Mixed use development schemes lying within Local Centres which retain an active commercial, business or service use of a ground floor frontage and contribute to the functionality of Local Centres through public realm enhancements will be supported.
The local shopping areas at Western Avenue and The Parade are popular and are essential for meeting the day to day needs of local residents. Both comprise a critical mass of shops and services that if lost could undermine their viability as local centres. The policy protects these centres from an unnecessary loss of their ground floor frontages.
